Communications Consultant for Bureau of Outreach and Planning 

DMH has two primary goals for utilizing a Communications Consultant: 1) to develop a statewide campaign to increase the public’s awareness of available community-based mental health/IDD services and how to access those services; 2) to develop an effective and strategic communications plan to provide consistent messaging to support the continued expansion of community-based services and how to navigate the state’s public mental health system. Media Buys for the Stand Up, Mississippi Campaign

While DMH shoulders significant responsibility for implementing the system, numerous agencies and organizations serve as invaluable partners in the statewide substance use awareness campaign known as Stand Up, Mississippi. The communications consultant engaged for providing the marketing campaign described herein will assist DMH and key partner organizations by soliciting and securing media buys for digital, television, radio, outdoor, and print media statewide using specific messaging developed for Stand Up, Mississippi by their creative design firm. Targeted audiences for this contract shall be working class, ages 24 – 55 in high-risk occupations, such as construction industry, food service industry, farming, transportation, accommodations, and any other high-risk occupation as determined by DMH. Quote submission deadline is November 6, 2018, 4 p.m. CST.

Promotional Videos or Public Services Announcements for the Stand Up, Mississippi Campaign

While DMH shoulders significant responsibility for implementing the system, numerous agencies and organizations serve as invaluable partners in the statewide substance use awareness campaign known as Stand Up, Mississippi. The consultant engaged for providing the marketing materials described herein will assist DMH and key partner organizations by developing two (2) – 30 second promotional videos or public service announcements for Stand Up, Mississippi. The consultant shall work with DMH outreach coordinator and media/marketing consultant firm to develop messaging and content for both videos. Quote submission deadline is November 6, 2018, 4 p.m. CST.

Outdoor Billboard Placement for the Stand Up, Mississippi Campaign

While DMH shoulders significant responsibility for implementing the system, numerous agencies and organizations serve as invaluable partners in the statewide substance use awareness campaign known as Stand Up, Mississippi. The consultant engaged for providing outdoor billboard placement described herein will assist DMH and key partner organizations by providing statewide billboard placement of youth-focused substance use awareness ads for the Stand Up, Mississippi campaign developed by DMH and media/marketing consultant firm. Quote submission deadline is November 6, 2018, 4 p.m. CST.

Mainstream Broadcast Radio Commercials for the Stand Up, Mississippi Campaign

While DMH shoulders significant responsibility for implementing the system, numerous agencies and organizations serve as invaluable partners in the statewide substance use awareness campaign known as Stand Up, Mississippi. The consultant engaged for providing broadcast radio commercial placement for will assist DMH and key partner organizations by providing commercial placement on mainstream broadcast radio stations statewide. Consultant will use substance use awareness ads for the Stand Up, Mississippi campaign developed by DMH and media/marketing consultant firm. Quote submission deadline is November 6, 2018, 4 p.m. CST.

Crisis Telephone Services for the DMH After Hours Help Line (This posting is now expired)

The Mississippi Department of Mental Health (DMH) will accept sealed bids for the purpose of identifying an experienced contractor to offer Certified Crisis Telephone Services for the MS Department of Mental Health After Hours Helpline and the National Suicide Prevention Lifeline Network. This network of local crisis centers will provide free and confidential emotional support to people in suicidal crisis or emotional distress. All sealed submissions are due on Friday, October 5, 2018 by 9:00 a.m. The opening of proposals will be Friday, October 5, 2018 at 10:00 a.m. Detailed specifications may be obtained by contacting Toni Johnson at 601-359-1288 or by viewing the attached IFB.
